Twin forces of change set to meet the millenium

Article Abstract:

Policy makers increasingly rely upon academics, business leaders and people involved in public service development for advice on policy, with government officials no longer perceived as having the best available knowledge. Multidisciplinary think-tanks act as an interface between government and higher education, collating and recommending research data for transformation into policy proposals. Think-tanks may also undertake practical research to determine how people will be affected by new policies.

Under a Scottish parliament academic freedom must be protected but institutional autonomy should be subject to proper planning

Article Abstract:

It is claimed that the Scottish higher education system offers unmatched secondary/tertiary linkage; effective education lobby; and successful research fund-raising. The Educational Institute of Scotland campaigns for all education to be controlled by a Scottish Parliament, with management left to individual establishment or local authority. The subject of institutional autonomy and academic freedom is discussed further.

Which road for (new) Scotland?

Article Abstract:

The Association of University Teachers (Scotland) (AUT) has been an active campaigner for a Scottish Parliament. AUT is also prioritising institutional autonomy and academic freedom for the future of further and higher education. The efficiency of the Scottish Higher Education Funding Council is discussed, including the AUT's involvement in its development, and the importance of academic freedom.
