University laws stifle academic dissent

Article Abstract:

Universities in Serbia have been hit by repressive laws which have transferred administrative power away from universities to representatives of the government. Anti-government protests have become more difficult and many professors have ceased to take part in demonstrations since laws were passed in 1998. Party loyalty is a criteria for academic promotion. Staff have been fired for refusing to sign a contract interpreted as a loyalty pledge. Control over the curricula as well as management is exercised by the government.
