Article Abstract:
The parliament with tax-varying powers which Scots are expected to vote for in the devolution referendum on Sep. 11, 1997, will emerge into a Scotland that is seeking to renew itself at a time when the Union has lost its progressive ability to do the same. The new parliament will build on two legacies of the Conservative years, Scottish resistance to Thatcherism and the development of a new Scottish culture. The parliament will enable the autonomy that Scotland has already gained within the British Union to become more democratic.

Article Abstract:
Birmingham College, England, offers both higher and further education courses to its students. Most of the degree courses are linked to vocations but some students following HND courses have to leave the college to complete their degrees. The college would require additional funding to extended the number and range of courses it can offer. It receives 15 million pounds sterling annually and caters for 1,256 sandwich-course students and 2,739 full time students. The college can offer some accommodation and has creche facilities.
