Article Abstract:
Geographic information systems (GIS) are commonly used by UK planning departments. Some 40% of information system investments in both private and public sectors produce no benefits. Users may not have assessed their needs effectively, or their expectations may be too high. There is a need to have one person responsible for coordinating the implementation of a new system, and consulting the people who are affected. There should be links between different systems so that data only has to be collected once.

A survival course in the local government jungle: the LGMB's Top Managers Programme fills a vital gap in the range of courses open to senior officers
Article Abstract:
The Local Government Management Board's Top Managers Programme focuses on individual managers development needs and regularly attracts 20 managers a month from differing backgrounds. The work based project is run using a mentoring concept and is used as a basis for testing and developing skills that have been learnt. The programme encourages systematic thinking about training and future development and provides an opportunity for senior managers to share experiences.

Hart District Council called in a management consultant to help compose a questionnaire aimed at reviewing the effectiveness of the management team. The team learnt that confidentiality is important and that colleagues needed to be aware that the assessment exercise was an important part of an open organisation. The exercise was beneficial and emphasised areas that required working on and helped the management team to plan their individual and collective development
