The absence of a vital public debate on political issues is a cause for concern to politicians, journalists and historians. The American public's attitudes on issues is better characterized as 'mood swing' than 'climate of opinion'. Cultural and political origins of the problem are detailed.

UK regulations governing temporary electric installations on construction sites have been updated, with BS 4363 now covering 110 V equipment only and BS EN 60439: part 4 covering mains voltage site equipment. Among the new rules are improved protection of mains voltage circuits.
