Article Abstract:
Case studies were conducted to examine the benefits to be gained from using performance-based design in building construction. The implementation of performance-based design and analysis methods are a method of analyzing investment in fire safety based on reasonably expected fire consequences and risks. Results indicate that performance-based design provides benefits such as the ability to support the cost-effective resolution of complex-fire protection needs, improved management control over fire-protection expenditures, facilitated communication among managers and reduced costs over uninformed compliance with prescriptive fire standards.

Performance-based design in action
Article Abstract:
Engineers take different approaches to achieve their ultimate goal when applying performance-based fire-protection design methods, that of saving lives. Designing the multi-use sports and entertainment complex, Staples Center, required designing the egress path from the main bowl due to the facility's circular shape. Various designs were analyzed and two fire scenarios were considered, namely, exhibit and nonexhibit. The results permitted the final design to include additional exterior exit stars for flexibility. A comprehensive life-safety report was also include din the final presentation.

Innovative lighting equals savings for new federal courthouse
Article Abstract:
PAE Consulting Engineers Inc's lighting design for the new federal courthouse in Portland, OR, involved innovative materials that helped it adhere to the Oregon State Energy Code. Although a federal building need not abide by the code, the facility exceeded the code's ASHRAE/IES 90.1 guidelines by 20%. The courthouse, which made use of metal-halide lamps, T8 fluorescents with electronic ballasts and compact-fluorescent lamps, also qualified for a $100,000 energy conservation rebate from the Portland General Electric Co.
