Risk legislation falls short despite Clinton support
Article Abstract:
Lack of support from Senate Majority Leader Trent Lott and opposition from environmental, consumer and labor organizations has derailed the passage of the Regulatory Improvement Act bill. The proposed legislation would require federal agencies to carry out cost-benefit analysis and risk assessment of every proposed major law that address health, safety and environmental risks. Senator Lott did not support the bill because he believed that it was not strong enough while various civic organizations say it would impose unnecessary burdens on government agencies.

Apply management tools to development activities
Article Abstract:
Chemical process industries should utilize management tools to boost the return dollars spent on research and development to improve products and processes. These tools include aggregate planning, quality function deployment, process redesign, technology integration and supply chains. In addition, there should be a reason to change, a vision of the future and steps to take for the improvement program to succeed.
