Article Abstract:
Businesses and individuals should consider the likelihood of changes in taxation being introduced if the Conservative government is defeated in the 1992 general election, and plan accordingly. This would be likely to lead to a change in the moral attitude to avoiding tax and could increase the exodus of the UK's leading brains in research and development.
