U.S., Japan launch Civil Industrial Tech Program
Article Abstract:
The US and Japan have agreed to share the basic research that are mutually beneficial to both countries as part of the Civil Industrial Technology program. The program involves holding joint conferences, sharing technical literature, creating new databases and cooperating on small research projects. Three projects have already been launched. These include the database for piezoelectric devices, the research on new treatment techniques for carbon-carbon composites, and the research on improving the mechanical reliability of aluminum nitride.

Prospecting for science in the former Soviet Union
Article Abstract:
The collapse of the Soviet Union has opened the field to industrial nations in acquiring technological knowledge. However, it must be kept in mind that the science in the Soviet Union is set in a different culture and thus, follows a different set of assumptions. In acquiring technical expertise, it is necessary to appraise quality of the scientific work quickly because rival countries are willing to spend as much or more as the US in acquiring knwledge.

As their 'shelf lives' shrink, an NSF study finds half of U.S. engineers working outside engineering
Article Abstract:
Data from the National Science Foundation's Scientists and Engineers Statistical Data System showed that 1,083,139 of 2,225,460 engineering degree holders practiced while 1,060,105 occupied non-engineering positions. A total of 82,217 were considered as unemployed. The report showed total engineering employment to have reached 1,391,087 in 1993. However, 22% of this total or 307,948 were mostly quasi-engineers or upgraded technicians.
