Who gets landed with problems of pollution?: PPG23 encourages the re-use of polluted land, but who should be made responsible for keeping a register?
Article Abstract:
PPG23 encourages the re-use of polluted land to remove contamination threats and reduce pressure on green field sites. Environmentalists attempting to identify which land is contaminated and its effects on health and the environment, are hampered by the lack of a national register of cotaminated land. The Government's Environment Bill will call on district councils to identify and categorise contaminated land, although the developer should be primarily responsible for providing such information.

Demand for social housing in the UK is predicted to rise, even though more people are now buying their own home. This is because people are living longer and many households are falling apart as a result of marriages collapsing. The UK government is planning an additional 180,000 social lettings over three years to meet growing demand for affordable housing, and this issue has now become a key element of planning policies.

A toe in the water of the pollution issue

A quarter of all water pollution incidents are due to poor infrastructure and capacity for dealing with sewerage, according to the National Rivers Authority. In a case ruling on January 19, 1995, Lord Taylor announced that all parties in a joint enterprise could be liable for water pollution. Companies with poor sewerage systems could also be guilty of pollution.
