A House bill by Rep. Doug Bereuter proposes to remove the community's power to negotiate with banks. The bill would enable regulatory agencies to permit banks to expand or merge without first assessing the bank's community performance. The bill is being opposed by concerned groups who believe that CRA has spurred the revitalization of poor neighborhoods across the country.
