User fees with "feebates": meeting revenue and allocative objectives without tradeoff, even when numbers are small

Article Abstract:

User fees in combination with 'feebates' (fees and rebates) are an efficient and cost-effective means to control pollution externalities or allocate common property resources. While allowing allocative targets to be met, the approach also permits revenues to be selected from within the range of zero to that which would appear under a simple price approach. A feebate/user fee combination can meet both political and economic goals regardless of the quantity of the rights holders, even with or without marketable permits.
