EPA finalizes storm water rule
Article Abstract:
The EPA has issued a final Storm Water Phase II rule that will become effective early in 2003. The new rules supercede interim Phase II rules set in 1995. They cover municipalities that have less than 10,000 residents and are in urbanized areas. They also apply to construction sites of one to five acres and, in certain circumstances, sites of less than one acre. At least 110,000 additional construction sites and more than 5,000 municipalities will be required to obtain permits under Phase II regulations.

EPA issues proposed new rule on groundwater
Article Abstract:
The EPA is proposing a new rule that aims to protect against fecal contamination in drinking water from groundwater sources. The new rule will also establish steps for identifying groundwater systems that are at risk of contamination. It will apply to 157,000 water supply systems that totally or partly rely on groundwater for their supplies. The agency plans to issue a final rule on Nov 2000.

Increase in water toxics called "blip"
Article Abstract:
The EPA has described the slight increase in water pollution, as shown in its latest Toxic Release Inventory (TRI), as a mere 'blip.' The TRI for the year 1998, showed a total of 7.3 billion pounds of toxic discharges to surface waters, which is 0.5% higher or 1 million pounds higher than in 1997. However, the slight increase was due to the inclusion of seven new commercial sectors in the TRI. These are electric utilities; coal mining; metal mining; chemical wholesalers; petroleum bulk plants and terminals; solvent recovery; and hazardous-waste treatment, storage and disposal.
