Restoring natural resources with destination-driven costs
Article Abstract:
The cost of environmental remediation is often destination-driven, that is usually dependent on the terminal quality rather than on the starting quality. Optimal restoration could result more on a net improvement in quality. Therefore, regulatory and liability regulations should make responsible parties pay the net cost of the harm they create, such as they are charged for the unrestored injury.
