The Transportation Equity Act for the 21st Centry (TEA-21) allows employers to pay for employees commuting in addition to his salary or "in lieu of compensation." Prior to the change employers have been able to pay employees' transit and vanpool transportation benefits that were not taxable to the employee only is the benefits were in addition to the employee's compensation.

The new capital gains tax law for most investments have 3 sets of rates, namely, short-, mid-, and long-term rates. An investor can highly benefit from the new law by retaining assets for as long as 18 months to be able to receive the long-term tax rate of as much as 20%.
