The late Supreme Court justice Lewis Powell felt the 1976 reverse discrimination case Regents of the University of California v. Bakke opinion to be his most important, and he knowingly confined it to affirmative action at state-supported schools and left for later ruling on the propriety of affirmative action in other areas. The nation felt great tension about affirmative action and taking only a "baby step" was the right thing to do.
