The international trading of emissions is generating much debate about its merit. It is seen as a cheap and clever way of meeting the obligations under the Kyoto Protocol of Dec 1997 without achieving the emission reductions. Countries such as Australia, the US, Japan, Russia, and Canada will be able to buy emission permits from countries whose emissions are less than the Kyoto quotas.
