If productivity's rising, why are jobs paying less?

Productivity in large companies such as Birmingham Steel Corp is growing for the first time since the 1980s, but jobs are still scarce. Companies are not using enough work-saving devices, and employ less people to do more work. High productivity and technology will eventually create new jobs.
