Obstacles to needle exchange participation in Rhode Island
The needle exchange program (NEP) in Rhode Island has had limited success, with 62.1% of drug users surveyed allowing that they share and reuse needles. The reasons for not availing themselves of the NEP included unawareness of the program; difficult location or times for exchange; and fear of police harassment and/or identification.
