The $1-billion 1997 National Drug Control Policy office's 5-year effort to place anti-drug ads quickly descended into a pre-production TV censorship operation. Networks freely allowed drug czar Barry McCaffrey to review scripts and to recommend antidrug themes in return for full-price ads.
