Lt. Gen. Edward Baca talks about the effectiveness of the National Guard in helping both the state and federal government. Baca takes pride in the National Guard's readiness to prepare for war and civic duty despite the limited funding it gets.

Issues concerning the theme "Fight for What's Right" of the 81st National Convention of the American Legion to be held in Anaheim, CA, are presented. The reduction of both the equipment and the manpower of the armed services is discussed.
