California energy policymaking: whose job is it, anyway?

Article Abstract:

The California Legislature constitutes the state's new energy policy-makers, as shown quite clearly by electricity restructuring. However, some observers are expressing doubts about whether elected officials should be responsible for creating policy on energy. Even some lawmakers feel that there is a risk involved in placing too much authority for energy policy-making with the Legislature. However, the Legislature will always retain a strong interest in safety and reliability. It is not yet clear whether economics or politics will be the key force behind California's energy policy decisions in the long term.
