Stung by a grab of property taxes by the state, county governments are fighting back

Article Abstract:

California counties are fighting the revocation of property taxes that the state's 1993 budget calls for. At least 22 counties have passed ordinances defying the state, and 36 passed resolutions to retain the taxes. No cases have yet been legally tested. The state has been passing this money back to the counties since 1978 to counteract Proposition 13, but now it needs the funds to balance its own budget.

Article Abstract:

California's budget crisis has affected its premier university system as state financing cuts necessitated massive fee increases and personnel cost-cutting moves. Public criticism over perks for top management and the lack of diversity among administrators has increased the difficulty of making budget cuts.
