Developments in Japanese political economy since the mid-1980s: the second attempt at neoliberal reform and its aftermath
Article Abstract:
Issues concerning attempts by the Japanese government to reform the nation's economy during a time of financial crisis are discussed. These include the growing competition from the US and Asian economies, failure of Japanese corporations to restructure seniority systems and life-time employment, increasing financial burdens on corporations of employee pensions and benefits, and the government's failure to accomplish fiscal reform.

Japan's 'Un-Westminster' system: impediments to reform in a crisis economy
Article Abstract:
An argument that the explanation for the mismatch between Koizumi's policy intentions and his policy delivery lies in a more nuanced understanding of Japanese political conditions is presented. The Japanese model of policy-making deviates from the Westminster model where the power of the executive is undermined by two alternative power structures such as the party and the bureaucracy.

The Japanese as well as the others support the idea of parliamentary disorder, which is the majority's treatment of the minority. Japan's cultural emphasis and the problems of the majority rule over the minority are highlighted.
