Competition in regional environmental policies when plant locations are endogenous
Article Abstract:
Regional governments can compete among themselves on the level of environmental regulations. A two-region model where an imperfectly competitive firm, whose processes cause local pollution, may build its facilities in one, both or neither region was analyzed. Results show that when both regions apply non-strategic taxes and the firm chooses only one location, the region not selected may cut its taxes to become more competitive. When both regions are selected, both tend to offer incentives to encourage the closure of the other plant.
