Letter from France after the referendum of 20 September
Article Abstract:
French voters approved the Maastricht Treaty for European union in a referendum held on Sep 20, 1992. The final tally showed 51% voting yes while 49% voted no. Socio-economic explanations for this outcome are insufficient, for rich and poor regions voted on both sides. The vote shows that the idea of national unity has endured among the French. Renegotiation of the Treaty is a likely result of the narrow victory. French President Mitterrand may decide that resigning is the best way for his Socialist party to profit from the conflict among the right-wing opposition.

'Citoyennes a part entiere'? The constitutinalization of gendered citizenship in France and the parity reforms of 1999-2000
Article Abstract:
This article evaluates French political theory about representative democratization which asserts that women, as one half of the population, should have one half of the political power and representation. Public support for parity was high prior to elections in 1995, and politicians from both the right and the left, include Gaulist President Jacques Chirac and socialist Prime Minister Lionel Jospin, favored reforms; a history of parity reforms is given, revealing the policy-making tactics employed by politicians and institutions.

A brief description on the Swedish referendum on the EU's Economic and Monetary Union of September 2003 is presented. The campaign, key actors on each side their structural advantages and disadvantages, their general and more specific strategies, and some of the tactics that they adopted, are discussed.
