Locational choices of firms and decentralized environmental policy with various instruments

Article Abstract:

A model of firm mobility is presented to ascertain whether or not firms efficiently locate in a decentralized economy while considering the environmental damage that such a move entails. It particularly identifies the local-level environmental policy instruments, marketable emission permits, emission taxes and other regulatory approaches can sustain local efficiency of mobile firms. It is demonstrated that firms locate efficiently and consider their pollution externalities if a jurisdiction employs emission taxes or commercial emission rights to limit pollution within their boundaries and allocate the revenues generated by these instruments in a socially efficient manner. On the other hand, a decentralized environmental policy that is based on direct controls undermines the locational efficiency of mobile firms. Also, small jurisdictions benefit from decentralized environmental policies with emission taxes and marketable pollution rights.

Professionals can minimize the amount of work that frequently accumulate on their work areas by classifying the papers according to priority and usefulness. Most of these papers may be discarded if they have no function, while those that need to be attended to immediately should be filed and noted down in a separate list. This classification system can be done in one's private time, and may develop more efficient work attitude.
