Private contracts for durable local public good provision
Article Abstract:
A model of a shared financing contract for the imperfectly durable provision of local public goods in a dynamic development environment is presented. The contract is between the residents and developers of condominium and homeowners' associations. The optimal trajectory of public goods and time-consistent contractual trajectories are compared. The analysis demonstrates why developers tend to transfer control of goods maintenance to residents prior to the completion of the development process. The optimal date of transferring control is nondecreasing in the length of the development process and size of the community.

Do local governments use their tax bases efficiently?
Article Abstract:
Research was undertaken to examine an economy consisting of numerous governments and residents that regularly transfer from one jurisdiction to another, thus compelling each government to use distortionary taxes to increase revenue for public spending. There is a common belief that competitive equilibrium exists when the pros and cons of a government's decisions are internalized. The results of the study did not support this belief. Instead, it was suggested that competitive equilibria are not generally efficient when governments apply distortionary instruments to meet their objectives.
