Property tax revaluation and tax levy growth revisited
Article Abstract:
The results of a previous study on property tax revaluation and tax increases were replicated and extended. The data consisted of pooled time-series data for 100 counties in North Carolina between 1960 and 1984, as opposed to data from Massachusetts in the previous study. The hypothesis was that local public officials would take advantage of the confusion generated by property tax revaluations across jurisdictions by raising taxes. The results confirmed the hypothesis for the period prior to 1975. After 1975, officials had less opportunity to take advantage of the confusion surrounding property tax revaluations.

The rise of the son
Article Abstract:
The 81-year-old retired chairman of operative dentistry at Tokyo Medical and Dental University revolutionized American dentistry in the 1980's. Dr. Takao Fusayama published a book in 1980 documenting his research in acid etching. Up to that time, dentists used acid etching on enamel to help bond a restoration to the tooth. However, it was believed that acid would damage dentin. Dr. Fusayama did histopathological experiments proving that the irritation seen in previous experiments was caused by bonding agents, not acid. He was awarded the 1997 ADA Gold Medal Award for Excellence in Dental Research.

Farming the oceans: an update
Article Abstract:
Ocean farming may be an efficient and feasible alternative of optimizing the benefits derived from water bodies as revealed by the latest results of a 1998 study conducted by Ocean Farming Inc. The company found that ocean farming can increase the growth of phytoplankton by 450% over a 32-hour period after it tested new fertilizers in the Gulf of Mexico. These results do not only guarantee the proliferation of fishes in oceans but also the increase of food supply. Further efforts to exploit the seas are currently hindered by the ambiguity of policies regarding water property rights.
