Article Abstract:
This article examines the arguments for and against constitutional amendments Propositions 53 and 54 on the 2003 California election ballot. Prop. 53 calls for a the creation of an infrastructure investment fund and Prop. 54 would ban the state from collecting racial data for the purposes of public education or public employment.
