The impact of local sales tax on the value of owner-occupied housing
Article Abstract:
The effect of local sales tax on the value of owner-occupied housing was examined using a traditional capitalization model. The study used data from 1,317 observations from 21 cities in Phoenix, AZ. One-third of the local governments did not have real property tax, although all the jurisdictions used local sales tax as a primary generator of revenue. Results showed that there was a capitalization of the differences in the rates of local sales tax across jurisdictions that is similar to the capitalization in the differences in property tax rates. However, capitalization in the former is lower because it is easier to export the sales tax burden to nonresidents than the differences in property tax rates. This proves that households consider property and sales tax when evaluating a location for their homes in a metropolitan area.

The effect of an incinerator siting on housing appreciation rates
Article Abstract:
The impact of an incinerator on the rate of appreciation of housing value near the facility is examined. Data on sales price, date and house characteristics are culled from the deeds of single-family house sales from 1974 to 1992 being kept in the Tax Assessor's Office of North Andover, MA. An income capitalization model and a repeat sales technique are employed to investigate the relationship between appreciation and house location relative to the incinerator. Results of the two approaches show that distance from the incinerator has a positive impact on appreciation rates, although there is a variation in the impact level of the effect across the siting process. This means that people who dwell near an incinerator will see housing value declines and will go through a long-term adjustment between price levels.
