The making of a president: the European Parliament and the confirmation of Jacques Santer as President of the Commission

Article Abstract:

The current method of selecting and approving Commissions for the European Union involves confirmation by the European Parliament, but that is an empty power. The system makes it easier to organize support for the European Council's nominee than to organize opposition. In particular, Members of the European Parliament who are from opposition parties readily follow the line of their transnational group, but those from govt parties have more trouble holding a group line opposing the European Council. Improvements are debated.

The future of the European Community: a strategy for enlargement

Article Abstract:

The political and economic character of the European Community is determined not only by the scope of its membership, but by the depth of those members' commitment to the idea and practice of an integrated Europe. The United Kingdom in particular has been ambivalent about its determination to fully join the EC. In general, as the EC embraces a wider range of countries with disparate economic levels, the decision-making process becomes more difficult. This may necessitate a reform of voting procedures in the Council.

Amery on the Constitution: Britain and the European Union

Article Abstract:

The British Constitution underwent reform between the 1940s and the 1950s, but not by the direction of the British people as historian Leo Amery imagined. The changes came instead from the jurisdiction granted to the European Commission and the Court of Human Rights, with Britain's Parliament under international pressure to accept decisions produced by these entities.
