The option value of tax delinquency: theory
Article Abstract:
The option value of tax delinquency is not considered under the enforcement of taxes on real property. The failure to pay property taxes is punished by confiscating the property, but there is value in waiting to see what the amount of the penalty will be before paying the tax, which gives tax delinquency option value. The option value of tax delinquency can result in excessive abandonment of property.

Research reveals increased population in New York City family shelters from 1986-1993 occurred for several reasons, such as reduced placements into subsidized housing, an increased number of families in Tier II shelters, and a fall in welfare benefits. Topics include a history of the New York City family shelter system, and implications of the study.

Need and generosity: how markets for free goods equilibrate
Article Abstract:
The reason for more people using emergency kitchens, emergency food pantries and emergency homeless shelter is evaluated. This is analyzed by using a model of the supply and demand for nonpriced goods in which quality plays an important role and price is standard.
