Three strikes after one year

Article Abstract:

Three-strikes and you-are-out sentences under a law mandating 25 years imprisonment for any crime after two previous convictions have led to over-populations in state jails and increased backlogs in County courts. Projected demand for 25 new prisons based on the report of Department of Corrections plans for accommodating 80,000 such new prisoners in present conditions were downscaled to just 15 more prisons owing to jury trials taking longer. The jury was preferred to plea bargaining for fear of life imprisonment under new law. The backlog of pending cases in county courts are impeding trials of simpler cases.

The faces of education: a cut-and-save guide to state schools policy-making

Article Abstract:

California has no centralized system for developing education policy either within or outside state government. As a result of recent court decisions, some policy authority has been taken away from school superintendents and given to the state Board of Education, which is appointed by the governor. Both the houses of the legislature conduct their own separate education initiatives and jointly pass the state education budget. A list of the most influential persons and groups in state education policymaking is presented.

The growth in technology in California has been accompanied by firms producing a lobbying presence in Sacramento, California, such as Teresa Casazza of the American Electronics Association. Legislators are now beginning to realize the political issues facing the high-tech industry.
