Welfare decision has impact beyond California...

Article Abstract:

The United States Supreme Court has decided that the way California organizes its welfare system is unconstitutional and this may have major repercussions because 14 other states have adopted similar laws and they will have to change them. California does not grant welfare benefits to people who have not lived in the state for at least one year. The Senate decided that people should be allowed to travel freely, live where they want and still qualify for benefits so California will have to change its laws.

Phil Burton has long been considered a legend in US politics. Burton was very dynamic in his quest to resolve social welfare problems, particularly those bothering the poorest constituents. Although his short temper and brash style made him an unpopular figure during his stint as Congressman, his peers admired his determination, knowledge and principles.
