Article Abstract:
Research carried out for health care program evaluations is presented. Under expected utility the representation of the individual preferences over lotteries on health profiles can be either, be a multiplicative utility function when mutual utility is claimed, and an additive one when it is additive independence claimed. When utility independence is introduced with respect to the initial health states of an individual decision maker, initial independence, a semi-separable utility function is derived which can be assessed by a standard gamble procedure.
