Missoula, MT, has embarked on the Quality of Life's End Missoula Demonstration Project. Dying is seen as a natural part of life not the inability of a health care system. There will be programs and volunteer services for dying people, oral history projects in the community and discussion groups on the topic. A fifth vital sign, pain, will be added to pulse, respiratory rate, body temperature and blood pressure.

Pres. Bill Clinton is adopting a gradualist tack to instituting health care reform following the defeat of his comprehensive health care reform plan. Clinton feels that small-scale changes in the health care system will gradually lead to its integral transformation. Clinton points to the passage of the Kassebaum-Kennedy health insurance reform law as proof of the effectiveness of his new incremental approach.
