Demand for and access to institutional long-term care: the role of Medicaid in nursing home markets
Article Abstract:
Economists have theorized that Medicaid subsidies cause nursing home markets to operate under excess demand, which leads to access problems for individuals eligible for Medicaid. Deriving unbiased demand parameters becomes difficult when observations on nursing home use represent constrained supply. Bivariate probits with partial observability on data gathered from the National Long-Term Care Channeling Demonstration are derived. Results show that economic variables do not have significant influence over decisions made on whether to seek nursing home care.

Primary care case management for Medicaid recipients: evaluation of the Maryland Access to Care program
Article Abstract:
The implementation of Maryland Access to Care (MAC) program has positively affected the utilization of health care system by Medicaid recipients. The probability of utilizing primary care physician services has increased together with usage of prescription drugs. Medicaid program expenditures also increased as a result of high health care system utilization. The overall Medicaid program expenditures for people qualified for MAC was high during the first two years of implementation brought about by an upset in savings per user.
