Joseph A. Califano Jr.: a former HEW secretary looks at health care reform

Article Abstract:

Former secretary of Health, Education and Welfare Joseph A. Califano Jr. believes that health care reform should improve on the current health care system by requiring an employer mandate that would provide a minimum level of health care, just as there is a minimum wage. The new system should attempt to increase the number of insured people in order to stop cost shifting. In addition, the program should invest in prevention and wellness programs and focus resources where there are particular problems, such as substance abuse.

Telemedicine accelerates communication between health care facilities and medical personnel in trauma situations. The Hanna Medical Center, the onsite medical facility at the Indianapolis 500 race track, uses live video to communicate with trauma center staff at the Methodist Hospital of Indiana. The technology allows doctors to gain real time information and visual clues about injured race car drivers.

Riskier business

Article Abstract:

Healtheast could be assuming more risk in its direct contracts under arrangements with Buyers Health Care Action Group, a coalition of 24 health care buyers in the Twin Cities, MN, area. Under the new rules, Healtheast will make an annual bid through a prescribed formula, which serves as the budget for the contract. However, the network will receive fee-for-service rather than fixed monthly payments.
