Reform follows market: insurers, providers strengthen ties as debate continues

Executives of the health insurance industry predict that health care reform will involve managed competition. Also, new standards will prevent insurers from offering coverage to only the healthiest members of the population. Some companies, such as Cigna Corp, plan to compete directly with providers. Senior vp Mary Nell Lehnhard of Blue Cross & Blue Shield Association and other health insurance experts describe legislation they expect to bring about needed reforms.

Managed care safe harbors worrisome, attorneys say

Health care attorneys find interim safe harbors for managed care plans to be a risky legal option because of their prohibition against cost shifting. The government's position seems to be that price reductions should come from cost efficiencies instead of cost shifting. Although the government encourages managed care groups to use the safe harbors, many may avoid them for fear of breaking the law.
