Several states have introduced or passed bills which require health insurers to offer specific benefits to policyholders. One focus in the trend of health insurance micromanagement is the extension of maternity stays in hospitals. While many legislators and lobbyists are concerned the growing influence of managed care, critics say that the laws focus too much on specific diseases or problems.

Article Abstract:
Many health systems do not keep accurate data on utilization rates for their health plan members, according to a survey of 200 health systems conducted by Ernst & Young. The study indicates that many health networks may be in placing themselves in financial jeopardy by unknowingly participating in risk-taking activities. Inadequate information systems are also common among health networks.

Blue Cross and Blue Shield Assn of America CEO Patrick Hays said that the Blue Cross/Shield plans can be more effective participants in managed-care and could help solve some of the healthcare system's problems. Hays also discussed the association's changing role and his move from Sutter Health, a healthcare provider, to Blue Cross/Shield, an insurer.
