Risk adjustment for the Medicare program: lessons learned from research and demonstrations

Medicare's managed care program has undergone various Balanced Budget Act-legislated changes and years of research and demonstrations. The Health Care Financing Administration (HCFA) implemented risk adjustment-related research and demonstration activities since the 1980s and adapted a possible technical approach for the implementation of risk-adjusted Medicare managed care payments in the year 2000.
