Article Abstract:

Political observers are trying to figure out whether Bob Dole would adopt a conciliatory or uncompromising stance concerning health care reform were he to win the presidency. Dole has become increasingly strident in his criticism of systemic health care reform to demarcate himself from his Democratic opponent, Bill Clinton, and to cater to insured voters who do not want to pay to insure those who cannot afford it. Some fear that if Dole were to win the presidency, he would be forced to accept the hard-line stance of a Republican-dominated Congress concerning health care.

Article Abstract:

Healthcare reform remains the defining political issue of the 1996 presidential campaign. The equally partisan accolades and denunciations offered by Pres. Bill Clinton and challenger Bob Dole following the passage of the Health Insurance Portability and Accountability Act underscore the political saliency of this issue. Similarly, healthcare reform has been at the heart of the political debate that turned the Democrats out of Congress in the 1994 elections and now threatens the Republican congressional majority in 1996.

Article Abstract:

Bill Clinton and the Democratic Party seem to appeal more to voters concerned about health care reform because of their commitment to expanding access to care and retaining the basic health care protections provided under Medicare and Medicaid. Whereas Clinton and the Democrats are seeking ways to cover the 40 million uninsured Americans, the priority of Bob Dole and the Republicans is to reduce the cost of Medicare and Medicaid within the framework of Dole's agenda to cut taxes while still balancing the budget.
