Article Abstract:
State governments will run into opposition in their drive to exempt themselves from the Employee Retirement Income Security Act (ERISA), since many businesses prefer that it remain in place. States had hoped that the collapse of federal health care reform in 1994 would prompt swift action to repeal ERISA, allowing states to draw up their own reforms. Political support is thin, however, since Republican legislatures are unlikely to force reform unpopular among business leaders. Support could come from governors, although agreeing on how to proceed with exemptions will be difficult.

Article Abstract:
The aged population in the US, as embodied by the American Association of Retired Persons, is an especially powerful and vocal health care special interest group. They would like to see health care reform include long-term care, prescription services, preventative services and out-of-pocket spending limits. Their support for the entire reform package may depend on how many of these things they receive. Although they are considered a powerful lobby, they failed to prevent $50 billion in Medicare cuts from becoming part of the federal budget for 1994.
