Beyond tort reform
Article Abstract:
There are two approaches currently being undertaken to reduce malpractice suits. The first, tort reform, is being considered in Congress but is currently bogged down in partisan politics. Strategies for improving patient injury rates are also being explored. While efforts thus far have focused on removing bad physicians, many patients are injured while in the care of competent doctors. These injuries may be the result of gaps and other problems in a complex delivery system. An accurate analysis of the causes of patient injury will benefit physicians as well as patients.

Iowa debate: should disciplinary charges be disclosed?
Article Abstract:
The Iowa Board of Medical Examiners must keep physician disciplinary charges a secret until a case has been completed, according to District Judge Arthur Gamble. The Iowa Department of Health decided to keep all health-related board charges of medical examiners secret in mid-Sep 1995. Medical Board Exec Dir Ann Martino was disheartened by the decision because previously charges, hearings, settlements and disciplinary actions were made public at each stage of the proceedings.

Drunk drivers in Hawaii may be released to police; emergency doctors must report blood alcohol levels
Article Abstract:
Hawaii has passed a law requiring physicians to file police reports on automobile accident victims whose blood alcohol levels exceed legal limits. The law, which took effect Jun 2, 1997, sets the legal blood alcohol level limit at 0.08%, and local police in Honolulu are requesting tests about 10 times more frequently. Critics of the law are raising questions including confidentiality concerns.
