Argentina shops shares in its telephone system

The Argentine government is attempting to convince international investors to buy shares in the country's telephone system, Telefonica de Argentina, as a way of maintaining a budget surplus and proving to international lending establishments such as the International Monetary Fund (I.M.F) that it is fiscally stable and responsible. Investors are concerned that Argentina is moving too fast with too high a price and poor documentation, leaving them without enough time to analyze the company and bid aggressively. This is the first chance for the public to buy shares, and Argentina hopes to sell 30 percent of the company. Shares will sell for a minimum of 16.5 cents, raising at least $600 million. Argentina hopes to receive both a $3.4 billion loan from the I.M.F and US aid in order to significantly reduce its $60 billion foreign debt.

Computer systems for the handicapped are discussed. Voice-activated systems are specifically examined. These systems may be more efficient than keyboard systems, depending on the person's handicap. Voice recognition control is also discussed.
