Colorado bill would ease HMO network restrictions

Article Abstract:

Colorado representative Marcy Morrison has introduced a bill designed to protect managed care customers and ensure equal standards for all of Colorado's managed care plans. The bill, based upon National Association of Insurance Commissioners' model legislation, would facilitate the filing of customer complaints about managed care companies and allow customers to see outside physicians without penalty or repercussion. Some managed care representatives who believe the bill hinders their cost-controlling ability are working on modifications to the bill.

Pay for plan performance; linking salaries to profits brings cuts for some big-bucks CEOs

Article Abstract:

Managed care executives have had their salaries and bonuses linked to shareholder profits during the mid-1990s. Many executives have seen their large salaries decrease as the health maintenance organizations that they work for have had their earnings and profits decrease during 1996. Salaries of executives at nonprofit health plans are starting to reach the salary levels of executives at for-profit health plans.

New Idaho law includes mandatory point-of-service option

Article Abstract:

Idaho enacted legislation to reform that state's managed care plans by ensuring greater consumer protections and mandating that plan members will be covered if they have to go out-of-network to obtain care. The plan was signed by Idaho Gov. Phil Batt on March 19, shortly after it was passed nearly unanimously by the legislature. Health maintenance organizations claim that the law will increase health care costs.
