Insurance commissioners eye model PHO regulations
Article Abstract:
The National Assn of Insurance Commissioners (NAIC) has voted to draft model regulations governing the operations of insurers and health care providers. The 'Comprehensive Licensing for Entities Accepting Risk' (CLEAR) rules will develop standards for health maintenance organizations, physician-hospital organizations and other new forms of health care provider groups. The NAIC wants states to expect model legislation before 1997 requiring anyone contracting with employers, such as physicians, to have an insurance license.

HMO enrollments are still rising, but at a lower rate

Health maintenance organization (HMO) enrollment expansion has slowed and experts wonder if the growth rate will accelerate again or if HMOs have reached maturity. A Group Health Assn of America (GHAA) report indicates that enrollment in health maintenance organizations increased 6% between 1990 and 1991. However, growth rates were at 25.2% in 1985 and 36% in 1986. Health researcher Martha Gold believes HMOs will not dominate the health care industry. GHAA Pres James Doherty believes growth will accelerate.

Duke forms managed care firm with New York Life
Article Abstract:
Duke University Medical Center is planning a joint venture with New York Life Insurance Co. The resulting company, Wellpath Community Health Plans Holdings, will be the largest US joint venture between a managed care organization and an academic medical center. Duke plans to use its managed care cost savings to increase funding for medical education and research while New York Life hopes the joint venture will increase its market share.
