Medicare HMOs, popular in places, not fulfilling Bush hopes

Article Abstract:

Medicare health maintenance organizations (HMO) are touted by President Bush as the most effective managed care option. Such beneficiary enrollment programs provide quality service at low costs. Medicare HMOs also promote increased risk contracting. Indeed, many analysts believe Bush would like to establish Medicare HMO's as part of a plan to provide comprehensive managed care at reasonable costs. Unfortunately, only 3% of all Medicare beneficiaries belong to risk HMOs. A discussion of various HMOs is also presented.

Path clear for AMA cooperation on new PRO pilot

Article Abstract:

The federal government's Medicare peer review program has been sharply curtailed because of strong opposition from professional review organizations and the American College of Physicians. However, the Medicare review program has won mild approval from the American Medical Assn. The problem stems from the Health Care Financing Administration's Quality Improvement Initiative, which would slowly shift Medicare review procedures away from utilization-based chart review toward quality-based patterns-of-care review.

Regulating the health race: managed competition plan gains favor but political pounding looms

Article Abstract:

Planners for health care reform advocate managed competition, long advocated by Alain Enthoven, a Stanford University economist, and the Jackson Hole Group, a gathering of health care policy makers. They recommend universal insurance, cost control and maintenance of quality in medical care. Both George Bush and Bill Clinton claim their health plans recommend managed competition. Differences between several reform plans are analyzed.
