Achievable goals
Article Abstract:
The rights-based standard that seeks equal medical care and outcomes for every person ignores economic scarcity, and provides no way of balancing community needs against individual needs. Achievable goals must be set to recognize such worldwide social and economic limits.

The international human rights to information, education, health care and non-discrimination are crucial to prevent and treat HIV/AIDS. Special concerns of the UN effort are education and prevention, the needs of youth, and HIV in prisons.
